The Review of Advocacy for Vulnerable Adults began its work in January, 1987, with Sean O’Sullivan as Chairman, Brian Bellmore as Counsel, and Ann Merritt as co-Counsel. Research was conducted by Robin Cox and Susan Milder. The task force was commissioned by the government in order to provide an independent and comprehensive review of the concept of advocacy, and to develop various options for the establishment of advocacy services. Vulnerable adult populations taken into consideration included the frail elderly, the developmentally disabled, and psychiatrically disabled. The review was described by the Attorney-General as “the first step on the road to a more effective and sensitive delivery of services to vulnerable adults in Ontario”. The Task Force was supported by three advisory groups representing consumers, providers of services, and affected Ministries. The findings were published in a report titled You’ve Got a Friend: A Review of Advocacy in Ontario, in August 1987.en_US
